Public Policy and Government Relations Manager, Nordics

Job Description

Tesla is seeking an all-round Oslo- or Stockholm-based Nordics government relations manager, to join its growing Policy and Business Development team. This individual will be responsible for ensuring the regulatory and fiscal frameworks in the ‘Nordics’ (Norway, Sweden, Denmark, Finland and Iceland) support a rapid transition to zero-emission surface transport, enables a safe and secure transition to automated and connected driving.

Qualified candidates should have a passion for Tesla’s mission to advance the world’s transition to sustainable energy. The successful candidate speaks at least Norwegian, Swedish and English, possess strong written and oral communication skills, is detail-oriented and well-organized. Significant experience with Nordic legislative and regulatory advocacy is needed. The person in this position supports the company's mission by communicating with, engaging, and educating key stakeholders in government, industry, academia and not-for-profit organizations on transportation and energy topics.



• Tracking and analyzing relevant legislation and policy proposals in the Nordics that impact electric vehicles, autonomous driving, and charging infrastructure

• Working with European and global Tesla teams to develop policy positions and achieving positive change in the five countries to support Tesla’s mission

• Building coalitions within the sustainable transportation and energy communities


Our expectations 

• Knowledge of Nordic (especially Norwegian and Swedish) decision-making processes in the relevant areas, understanding of policymakers’ objectives and thinking

o Externally, manage policy engagement processes at EU level

o Internally, contribute to policy formulation and close coordination with Policy, Sales, Charging Infrastructure, Marketing, Legal and GR teams 

o Retain and further develop a strong EU-level network to ensure that Tesla is called upon for consultation and comment to promote Tesla’s priorities


• Work on opportunities and/or legal and political barriers posed by regulatory and competitive actors to: 

o Enable Tesla’s continued growth;

o Ensure key existing and helpful policies are maintained or strengthened;

o Ensure that potential obstacles or issues of discrimination are resolved or softened

o Support business team in developing new credit opportunities throughout the region

o Develop any necessary evidence base 

o Ensure close coordination with EU Policy team via a regular review process 


• Specific tactical expectations: 

o Ensure excellent connections between Tesla and EU and national institutions and representation at EU-level meetings and events

o Deploy and develop network of relevant policymakers

o Determine, organise and execute relevant and necessary meetings

o Forge productive partnerships with business and civil society 

o Ensure evidence supporting Tesla objectives gets publicized


• Thrive in a multi-faceted and very fast-paced role, due to key personal traits that include: 

o Strong ability to work across parallel issues and teams 

o Strong problem-solving skills – and a fast learner 

o Great interpersonal and communication skills 

o Comfortable with situations where outcomes are vague

o Tenacious self-starter, with executive reporting skills 



Specialist Experience

• Education: BA/BS, with Masters (MPP, MPA, MBA, JD/LLM or other advanced degree) preferred or equivalent experience and evidence of exceptional ability;

• At least 5 years relevant work experience;

• Proven track record of getting regulatory changes made in the Nordics, successful interactions with policymakers and regulators, including ability to define, strategize, communicate, and deliver against business objectives;

• Knowledge of transport, IT, and energy policy policies and topics;

• Fluent in English, Norwegian and Swedish;

• Committed to working in a fast-paced environment with geographically diverse, global colleagues; 

• Based in Oslo or Stockholm, willingness to travel
