Manager - Business Development/Capture Latin America

Job Description

Would you like to influence cloud computing adoption in Latin America Public Sector (Government, Education and Non-Profit verticals)? Would you like to lead a team focused on increasing awareness and adoption of Amazon Web Services by engaging with worldwide public sector organizations in countries such as Argentina, Brazil, Chile, Colombia, Guatemala, Honduras, Mexico, Paraguay, Peru, and others who are reinventing their IT strategy by adopting cloud computing? Do you have the business savvy, public sector industry experience and the technical background necessary to help further establish Amazon as a leading cloud platform provider?

As a manager of a specialized business development team called Capture, you would focus on the Public Sector technology markets in Latin America to help shape and deliver buying, procurement and contracting strategies for using AWS cloud computing web services (Amazon EC2, Amazon S3, Amazon RDS, etc.).

Your broad responsibilities will include managing a team that develops and oversees key bid strategies, shapes and influences solicitations, creates cloud buying mechanisms for governments, support new business development, pricing, teaming, proposal strategies and help with written RFx proposals (e.g. Tenders, RFPs, Framework Contracts) for public sector opportunities. This manager role will work with the AWS account, partner and solution architect teams, and Latin America leadership to close strategic business at a rapid rate across the public sector.

The ideal candidate will possess appropriate management/supervisory experience, have prior business development background where she or he has identifying, shaping and responding to RFx opportunities and developing innovative technical solutions preferably in Latin America. The candidate will possess industry background that enables them manage a team that develops win strategies and ability to communicate effectively with public sector and commercial technical leaders, architects and business leaders. He/she needs demonstrated ability to think strategically about the mission, product, and technical challenges, with the ability to build and convey compelling value propositions.

The candidate must have experience with Latin America governments, public sector acquisition guidelines and have experience with government RFx compliance requirements. Serve as a key member of the AWS Latin America Public Sector teams supporting business strategy, new business development, identifying and responding to RFx opportunities. Identify, manage and execute the RFx proposal response plans while working with key internal stakeholders (e.g. sales teams, service teams, legal, support, etc.). Develop win themes, technical discriminators, and innovative strategies working with AWS stakeholders specific to RFx opportunities. Understand and navigate government contracting vehicles and procedures. Be a thought leader with respect to program pursuit, proposal responses, win themes, technical discriminators, solutions providers and pricing.


Specialist Experience

Basic Qualifications

  • 7+ years of business development and/or sales experience
  • 9+ years of IT and or Commercial/ Public Sector proposal capture management experience identify and leading competitive procurement
  • 7+ years of complex deal management and pre-sales experienc
  • 5+ supervisory/management experience
  • Excellent communicator who can quickly earn the respect of the team and customers
  • University Degree
  • English and Spanish proficiency

Preferred Qualifications

  • MBA or equivalent degree
  • Excellent communication and writing skills, and be both technical and analytical
  • Self-motivated with a great sense of urgency and follow-through
  • Must have a good understanding of government procurement and government contract vehicles
  • Must have the ability to work effectively across internal and external organizations
  • Acts in accordance with vision, mission, and established goals
  • Portuguese or Spanish
