Head: Business Risk, Compliance & Governance

Job Description

Lead and drive the roll-out of the ERMF across Absa MCR and deliver on the operational agenda to enable MCR Risk. Collaborate closely with all MCR Exco Members and senior stakeholders to embed an effective Risk Operating Model. Ensure a robust and effective governance and control framework within Absa MCR Risk. Lead and coordinate MCR’s preparation for compliance with the Group audit team and Central Risk and Governance team. Lead conformance reviews as required and provide oversight over model governance within Absa SOURCING Risk.

Accountability: Strategy  

Outputs to deliver this accountability:

  • Design and own the end to end the Risk operational infrastructure platform for MCR (incl. Africa subsidiaries), in accordance with the ERMF, ensuring the Risk operating model in MCR is fit for purpose.

  • Ensure delivery of a robust control, governance and risk framework for MCR Risk.

  • MCR Risk units across Africa and identify solutions for infrastructure challenges and improvements and align with the rest of the Barclays Group to leverage solutions.

  • Drive innovative solutions for the issues and challenges in MCR Risk across Africa.

  • Partner with country risk teams where necessary and guide Risk operations and solutions.

  • Embed effective KRI’s which speak to the health of MCR Risk.

  • Set and communicate a long term operations strategy for MCR Risk.
Accountability: Stakeholder Relationship
Outputs to deliver this accountability:
  • Lead the people, systems, processes Risk agenda to achieve maximum automation

  • Ensure effective tracking of controls and weaknesses in MCR Risk and take corrective actions.

  • In conjunction with MCR, design, establish and embed appropriate, fit for purpose, governance structures within MCR to manage Risk in line with the ERMF.

  • Ensure all relevant stakeholders are engaged in the risk governance structures, in compliance with the ERMF and Absa governance requirements.

  • Implementing an effective and fit for purpose risk reporting operating model.

  • Own and manage control issues related to Risk activities in MCR across the continent and ensure adequate and effective remediation in line with Absa minimum standards.

  • Position Risk as a key service provider to business across MCR – promote Risk

Accountability: People Management and Development

Outputs to deliver this accountability:

  • Ensure adequate and effective training is in place to ensure people development within Absa MCR Risk.

  • Lead a high performing team within MCR Risk by example for others to follow. (demonstrate ownership, passion and commitment to delivering results)

  • Establish a high performance culture by mentoring key roles in the team, using the performance development framework, informal coaching and formal learning as tools.

  • Establish and maintain a succession plan for the key roles in the broader MCR Risk area and review and approve succession plans

  • Ensure Absa SOURCING Risk has processes which ensure we complies with relevant policies and procedures.

  • Drive strategies to ensure the business unit attracts, retains and develops talent.

  • Approve Employee Opinion Survey action items developed by the management team and review action logs to determine effectiveness of implementation

Accountability: MCR Risk Profile Management

Outputs to deliver this accountability:

  • Ensure the applicable Principal Risks relevant to MCR are in place. Monitor all business risk activities within the operating environment through obtaining feedback and providing guidance for tactical plans to ensure compliance to Group standards.

  • Drive a culture of proactive compliance and risk management within the executive team and the function as a whole.

  • Ensure MCR Risk risk control unit (or delegated individuals) proactively manage business risks and provide an early warning system to the MCR Risk senior management.

  • Ensure MCR Risk understand their responsibility when it comes to operational activities (for direct and indirect reporting lines).

  • On a quarterly basis, evaluate the MCR Principle Risks and acquire the required attestations to confirm control status.

  • Present the function’s requirements in MCR and Group meetings such as the EXCO level Operational Risk Committee, Group Change Council and others as required.

  • Represent MCR risk, as the responsible senior member of MCR management, in an allocated portfolio of MCR BU’s. Participate on the relevant BU executive and operational committees as an effective Risk representative as well as management team member.

Accountability: Budgetary and Financial Management

Outputs to deliver this accountability:

  • Ensure rigorous cost management within MCR Risk - drive structured budget and monitoring and reporting process.

  • Ensure the function/unit has sufficient resources to deliver on operational commitments.

  • Implement effective corrective measures to ensure financial control and address negative budgetary variances.

  • Drive the effective identification, funding and resourcing of new change initiatives within own area of responsibility and at times for MCR Risk



Specialist Experience

  • Relevant Bachelor-degree, e.g. BCom, BComm Honours, MBA or a related NQF Level 9 equivalent qualification

  • (5+) years proven experience in Financial Services and preferably with international exposure

  • (5+) years’ experience in managing a Control, Risk, Operations or Project Management environments

  • (3+) years’ experience on a senior level in a large corporate (preferably dealing with matrix reporting structures)

  • (3+) years’ experience and/or awareness of Financial Services Regulatory developments

  • Strategic Thinking Ability
  • Communication and Influence - able to communicate effectively across a range of senior stakeholders – in-country MD’s, in-country CRO’s, Group Risk Exco members and infrastructure heads

  • Ability to build strong partnerships at senior levels

  • Proven Leadership – the ability to direct a large number of staff, in SA and in Africa, to achieve the business objectives and goals. Many of these will not be direct reports which further raise the need for advanced levels of competency

  • People management – the ability to form and develop a high-performing team with robust bench-strength

  • Problem Solving and Decision Making – the ability to quickly understand a situation and take decisive action that is bought into by stakeholders. Not being afraid to make the tough calls

  • Quality & Excellence - Commitment to quality, high standards and robust risk/control management

  • Decisiveness
  • Knowledge of Insurance and/or Asset Management industries and regulation.

  • Good knowledge of risk, controls and governance processes, tools and practices
