Head Horizon Global Program Management

Job Description

In this role, you will lead and drive the Horizon strategy for Global Program Management, ensure organizational alignment and seamless execution. You will manage a best in class global Horizon as a strategic program management tool. As member of the GPM leadership team, you contribute to setting up the strategic direction and objectives for the GPM line function. The key purpose of your role will be to formulate and drive the end-user Program Management Horizon strategy, ensuring organizational alignment with the central Horizon team, and seamless execution, with the purpose to establish the integrated matrix infrastructure for optimal management of GDD drug development projects. This entails on one hand the optimized set-up of the system from a program management perspective (fit-for-purpose) and on the other hand its optimal usage by program teams.

Your responsibilities will include:
• Lead development of strategy and guidance to establish Horizon as strategic program management tool across GPM and GDD
• Build and lead Center of Excellence for implementing state-of-the-art program management practice into Horizon usage by program teams
• Ensure Horizon training and support for all GPM associates 
• Change Management and Communication for all GPM horizon related aspects
• Build and Manage global team of GPM horizon trainers and planners
• Act as main liaison between GPM and the central Horizon Governance team to drive further tool evolution to enable the GDD program management and enterprise concept

• Establish Horizon as Strategic cross-functional Global Program Management tool for GDD Responsible for developing and implementing Overall Horizon Strategy for cross-functional project management of drug development pro-jects
• Develop and execute a robust plan to establish Horizon as Strategic cross-functional Program Management tool for GDD, define focus areas and prioritization of activities
• In Collaboration with GPM LT drive Horizon data quality efforts and support DU level portfolio analysis
• Work closely with GDD LF leadership and stakeholders to drive successful implementation and usage of integrated Horizon drug development plans across relevant line functions
• Work closely with cross-divisional stakeholders beyond GDD to drive usage of Horizon as strategic program management tool
• Communicate and escalate any Horizon related issues to GPM LT, Horizon support and relevant governance boards

• Responsible for establishing and managing GPM Horizon Center of Excellence with a purpose of ensuring timely and meaningful overall support including training and system support on Horizon for all GPM associates. 
• Ensure on time hands on support for GPM horizon users
• Responsible for Horizon related capability building of GPM associates through training and systems support
• Responsible for on-boarding of new GPM associates on Horizon related aspects
• Optimize the Horizon talent pool, talent development, and resource allocation within Development Unit 
• Build and manage a best in class Horizon group for respective DU focusing on developing cross-functional drug development and program management excellence 
• Jointly responsible with peer DU Heads-GPM for hiring strong Horizon talent and assigning them to the Center of Excellence, in close alignment with the respective Business needs.
• Functional oversight for Horizon specialist through on boarding, leading, coaching, developing, and retaining a high performing team. 
• Drive the desired partnership within GPM and PS & I 
• Drive best project management practice and foster an enterprise mindset 
• As part of the Portfolio, Strategy and Innovation function, accountable for Functional Excellence: drive implementation of cross-DU high standards regarding project plans, GPT objectives, project documentation and executive communication, input to key updates and portfolio review 
• Lead the GPTD community to champion the culture of transparency and realistic planning 
• Together with local Heads of GPMs drive the development of best practices for realistic project planning to ensure accuracy of Horizon plans and financial forecasting 
• Contribute to the strategic direction and objectives for the GPM function 
• Provide strategic insights to individual GPT project development strategy and drug development plans as part of the functional review. Contribute to the design and implementation of the overall DU business strategy 
• Together with peer DU Heads-GPM, drive change initiatives globally in a manner that creates consistency and efficiency across GDD 
• Contribute to the continued design of the new Project Management system and principles, notably the de-sign of work packages covering the end-to-end drug development process 
• Ensure continued integration of project management tools and processes in the day-to-day project team practice

• Be the one unified GPM voice for Horizon in Horizon Governance board and other relevant boards as GPM representative 
• Ensure alignment of portfolio and project management processes and roles and responsibilities 
• Work closely with Line Function representative to ensure consistency and robustness of Horizon processes supporting an integrated cross-functional planning
• First point of contact for requests from PS&I/ DCN or other senior management boards, ensure timely completion of requests

• Responsible for change management and communication on Horizon related aspects for GPM and beyond
• Authors/ approves all GPM Horizon related communication
• Partner with relevant stakeholders or peers/ team to support all change management related activities 
• Horizon ambassador: promotes GDD-wide understanding of tool function & value
• Partners with line functions (GDO, TRD), NIBR & Finance to demonstrate Horizon benefits
• Works with line functions to engage & drive utilization and assure data quality

• Hire and on-board Horizon trainers and planners for GPM to establish center of excellence. 
• Supervises and develops Horizon CoE staff to ensure personal development and to maximize contribution 
• Responsible for objective setting, performance appraisal and development planning process for GPM COE staff
• Mentors and coaches GPPMs and GPT Members, and other GPTDs as needed, e.g. for optimal program progression



Specialist Experience

What you’ll bring to the role: 
Doctorate in life sciences (or MBA with bachelor’s degree, or equivalent experience in life science) 
Fluent English (oral and written) 
• 15+ years pharma industry experience preferred
• 6+ years of equivalent multi-/cross-functional leadership experience
• Previous track record of success in working with and leading large scale and complex international and multidisciplinary teams
• Expert knowledge in drug development (including early and late stage development across the development spectrum)
• Excellent project / program management skills
• Advanced knowledge and experience in pharma business development is a plus
• Expert knowledge in international customs and business practice
• Expert in communication and information management
• Experience as functional manager
• Team facilitation skills that can help with objective setting for the team and the collective achievement of the objectives
• Strong Leadership presence with the ability to present and interact with senior management
• Strength demonstrated in strategic decision-making, scenario evaluation and contingency planning
• Strong interpersonal and communication skills for bridging between scientific and business participants, for driving a program to effective implementation and for managing effective international collaborations; strong verbal communication, expert in written communications, expert team player
• Advanced planning and tracking skills, ability to use proper tools in program management and capable of managing multiple programs with respect to priorities
